They are developed with web browser supported languages such as HTML, Python, Perl, ASP, PHP or the many other web page development platforms that have managed to add browser support. Then comes RIA, or Rich Internet Applications that offer more than just snazzy graphics and video but more.
What happens is a technology trap of having the wrong people do the wrong things that has resulted in many failed attempts to develop and deploy successful Web apps. Trying to teach old folks to do stuff the new way round with a totally new set of tools that messes everything up.
